Also "pirate content" is legally an issue for the site that hosts it, even more than the uploader and dowloader. The downloader is least liable in any civil copyright action. But all irrelevant to physically being able to read a downloaded PDF and the remote deletion on a PC is impossible normally.

I agree, your library analogy and all adiacent musings are irrelevant. We've already agreed that the answer to the OP is yes, there's nothing else to discuss.
