Nothing special about switching a major version number, python tuples should compare each number in turn.
Lack of internet connection should still throw the same error code, for UP_TO_DATE = 1
Same with proxy interrupt screens, can't be converted to int.

You can always manually run

and it should work manually... maybe the cron job didn't activate? Computer was definitely on at the time?

By default the stdout+stderr logs are piped to /dev/null, which makes it difficult to be sure.
